  •  The three way split (0+ / 0-)

    is because I tried to center the new 9th such that it grabbed the most minorities possible (since it is after all a successor to the old 12th in terms of being an African-American opportunity district).  So that necessitated leaving gaps both to the north and to the southeast in Mecklenburg.  I suppose I should have had McHenry's new seat just wrap around further to grab both sides.

      in Mecklenburg that the primary winner would be anything but black in a Mecklenburg-centered CD, and it would still be Safe D, but I see your point. But I think if you consolidate the district against the Northern border of Mecklenburg County, then there should still be plenty of white precincts in the South that Myrick/Kissell can grab to make up for it.

      Not saying you should redraw that, obviously, just discussing.
