    It's an observation Justice Kennedy reached in thinking about the rule of law.  It is true from a judge's perspective, since judges have no enforcement powers.  They can issue orders and levy fines, but the executive has to execute and collect. What our recourse is when the executive is lawless or, as was the case with Bush/Cheney, negligent, is not entirely clear.  Impeaching the federal chief executive has been rendered useless by the imposition of term limits so his/her removal is automatic and the obligation to take corrective action is less.  Recalling Walker in Wisconsin seems an appropriate response.  However, not all states have removal provisions other than by the ballot box.
    Certainly, elections have to be more issues-based and non-performers need to be removed.  It is a disgrace that the framers arranged for Congress to be evaluated every two years but citizens have been persuaded that legislators, like wine, get better as they age. It is going to be difficult to make a change because the conservatives have been working 24/7/365 for four decades to persuade the electorate that elections are popularity contests rigged to produce a "winner" in whose reflected glory the electorate should bask.
    But, a start has to be made.  Start with the Barney Fife Brigade:

      Roundabout way of saying so, but OK, although I see Barney Fife as a more benign fool than many on your list. I agree with most of your points here, but your comments often sound like you had something more profoundly revolutionary in mind.

      Since I don't live in any of those districts, I can't recall or otherwise oust any of these folks. I can't even donate to their opponents without violating your principle that only natural persons able to vote for them should be able to contribute. (Although I agree with that principle, I don't favor unilateral disarmament in the campaign finance war.)

      As for the citizens of LA, most of them likely reject the premise of the diary, for a variety of good and bad reasons.
