    ESEA was originally intended to make up for inadequacies and inequities in funding for schools of high poverty.   The issue is not merely discrepancies between states, but also within states -  in Virginia, where I live, the differential is well over 10K between highest and lowest.

    If one is going to have full transparency, reporting should include information about resourcing and not just overall spending per student.   To have an understanding of what is going on one needs to know percentage of students who are ELLs and/or qualify for special services under IDEA.  

    I know that Darling-Hammond agrees with me on most of what I just wrote.
