    Even the threat they've made of adjusting foreign aid can be a very powerful weapon. Uganda has back and forth teetered on passing the "Kill the Gays" bill. It's still out there, threatening to come to a vote and pass.

    It doesn't take a lot of money, readjusted to be devastating to such a country.

    Myself, I endorse suggested plans of redirecting these funds to charitable NGOs, to assure the aid continues, it just bypasses going through corrupt gov't hands.

      ...is we've heard them talk bold before, but it has never materialized. I agree the mere threat of adjusting aid based on their LGBT record can be powerful, but in the case of Uganda, several people have noted that drive to pass the "kill the gays" bill has actually been fueled by such threats, that Bahati and his allies have used the foreign influence as an excuse to pass it to demonstrate Ugandan sovereignty.

      But I don't see them ever actually following through with the threat of adjustment. It is not in their nature. Their nature is to take what they say down about 20 notches, ratchet the opposition's position 20 notches to the extreme, accept the opponent's premise and then negotiate, taking 5 steps for every one step ceded by the opposition.

      And I bring DADt up because it indicative of the pattern. We still have ENDA, DOMA, housing, credit and public accommodations discrimination, student/youth nondiscrimination, DPBO, etc left to go and I fully expect them to drag out each and every one of them for as long as human possibly all the while they say they are "working hard" on the issue.

      If they had been better on DADT or if we had some real action on the hate crimes act, some benefit of the doubt may be in order, but we're at 770 days the Matthew Shepard & James Byrd, Jr Hate Crimes Prevention Act has been law and the DOJ still has not taken up a single hate crime case based on sexual orientation or gender identity bias. If they were to actually support marriage equality rather than trying to feed us this "evolving" crap meme, some benefit of the doubt may be in order. If they had done anything worthy of being called bold, I would be this cynical, but their bold words have translated into compromised, half-baked action every time. Being nice and giving into to them only let's them know they can push the envelope of do-nothingism further. We have to keep wielding the stick at them even as we also give them carrots and we shouldn't be afraid to use the stick when they respond to the carrots by standing still.

          As much as I dislike the Clinton's triangulation when Bill was President, I've always seen Hillary as far more fierce and willing to go to the mat in these kinds of fights. She's far more credible in a way that is likely to be effective abroad.

          (And for those that don't know me, no, that is not a "I wish Hillary had one in 2008." I was and still am very firmly against the continuation of the War of the Roses between the House of Clinton and the House of Bush. Dynasticism is odious to a free democracy.)

            but people I know in the State Dept, who are in a position to know, are impressed with her leadership. I add those private reviews to moments gauge how I review moments like this.
