    Is there some article of the Constitution that guarantees democracy... or is it something states may or may not provide?

      Per the federal constitution, all states must provide a republican (small r) form of government, but that is satisfied by electing your governor and legislature and generally having a rule of law and following equal protection.

      Beyond that, the state has plenary power to divide itself into towns, cities, or not to do so at all. It can merge towns, divide them at will, etc. This activity is only restricted by the state (not federal) constitution, and again only if the state bothers to write anything about it in there.
