    Every manufacturer must police its vendors as assiduously as it monitors its own production facilities. Did Boeing have policies and procedures in place to enforce its standards among its foreign suppliers? Were they prepared to jettison non-compliant suppliers that were selected based in part on political interests? Effective quality assurance practices require that all factors regarding supplier selection be documented. Sounds like it didn't happen at Boeing.
