    treaties, I think.  Perhaps it's an illustration of how top-down directive action cannot work.

    Is there an assembly of more bottom-up actions that can move the needle?  It's not looking great but it's probably what's left.

    The only international level solution that could remotely work is if groups of the most affected countries take actions that directly tie trade (especially import) policies to climate results.  Want to pollute?  Fine.  We'll measure/model your GHG output and very directly apply import tariffs of anything you send to our country to reflect it.

    This is absolutely, utterly, at odds with WTO and the free trade religion.  I suspect it is the only way that it will ever be possible to get enough leverage to cause countries like the US or China to seriously consider improvement.

    We shall not contribute to our own destruction.
