    since so much of programming is just slogging through and applying and modding previously written code, 20 mediocre programmers is a hell of a lot of available man hours that a singular good programmer just doesn't have.

      and it is true.  The problem becomes that a mediocre programmer will struggle to get code to work and when they do it will have all kinds of problems with it that take a long time to resolve.  80% of software is maintenance so someone who can build elegant code saves huge amounts of time.  The saving is not in the time spent writing code, it is in getting it working and then maintaining it.
