    like they can't find the real perp or they already are far along with the investigation and don't want to do it over or perhaps they don't see the evidence they hide as exculpatory but think it might confuse the jury. In some places racism comes into play and some DA's don't want to contradict the cops who brought them the case. Lazy, incompetent, all play into it at times

    There are quite a few reasons but it gets back to the all important goal of getting a conviction.

      often it is the right guy and they're re-convicted at retrial. That happens more often than not especially when the mistake is inadvertent.
