    Yes, I realize a line has to be drawn SOMEwhere on the map. But shit like this has to stop.

      Because Kilroy has represented at least some of the people in OH-03 before, so Celeste really has not much to gain with the "I live here and you don"t" concept.

      I tend to think residency matters, but not in a case like this.  I think length of residency (i.e. carpetbagging) way far heavier, but even then, its not usually a deciding issues, just another issue that might come up along the way.  

      Any skilled politician running in a district where they don't reside should be able to handle this as an issue easily though.

          in the MO-04 R primary last year, Vicky Hartzler (state Rep) beat Bill Stouffer (state Sen). State Senators in Missouri represent almost 5 times as many people as state Reps. (Granted, Stouffer's district only overlapped partially with MO-04, but he still represented about 90,000 people in the district; that's about three times as many people as Hartzler represented total.)
