    is a terrible idea....What they need to do is actually reform the filibuster to its original, intended, procedural maneuver wherein it is a means for extending debate. In other words, if you wanted to filibuster a piece of legislation, you actually had to keep the debate open by continuing to talk without conceding the floor (other than for questions or for other members of your caucus to assist you by asking you extended questions)...See "Mr. Smith Goes to Washington" or the "Stackhouse filibuster" episode of the West Wing for great examples.  What needs to be abolished is the idea of "comity" amongst the 2 parties in the Senate (and, to a lesser degree in the House) because "comity" is predicated on both sides acting out of mutual respect for one another and we all know that that just isn't reality.
