    Back when other Arab states had their revolutions, Saudi Arabia began coopting many special interest groups via permanent budget earmarks.

    According to several analyses I have come across, Saudi Arabia has promised so much to so many constituent groups that it needs 85 dollars a barrel to remain viable.
