    begin before 70.5, and withdrawals can take essentially innumerable forms, so that the revenue stream is completely unpredictable.  The current economic downturn might lead some to accelerate their withdrawals, but it might cause others to postpone and minimize theirs.

      After age 70.5.  So my point is, IRS can count on that minimum.  I am not aware of any exception to that requirement (somewhere in the neighborhood of 5-7% of balance annually).  Except for the some-years-allowed contribution from an IRA to charity without paying the tax.  And I do not know whether or not that counts toward the minimum distribution.
