    If that is the aspect that is 'bold' -- it doesn't run a shiver up my leg.  It might as well be a distraction from more important business.

      It's bold because it's precedent-breaking and because it'll provoke all sorts of bs pushback from Republicans.  Even some from "our side", apparently.

        "precedence setting" is not necessarily praise-worthy, in and of itself -- there are plenty of instances of precedence being set that were outright shitty.  

        But that's not important, nor is the pushback (truly, it's not) -- it's been explained that the chosen timing supposedly adds a year to the recess appointment and that is the 'bold' importance hidden in this move by the President.

        We'll just have to see what the courts say about it.

      He's defanging the ability of the Senate to block recess appointments by holding pro-forma sessions, by setting the precedent that they're not really in session.
