    The Senate can Advise and Consent as directed in the Constitution, but only by actually voting.  If a Senate majority believes a nominee unqualified, they should vote and vote no, and the nominee is blocked.

    The lurking problem is that the Senate is unrepresentative of the American citizenry.  But right now the country is being governed by the Senate minority leadership, and that's even less representative than the Senate majority.
