    There was no actual way to get a replacement on the ballot if Gallegly stepped down. (See here.) I don't think CA has an Illinois-style provision for putting candidates on the ballot to fill vacancies after the filing deadline. My reading of CA's election law says you either have to die or get appointed to fill some other vacancy.
