    a lot of the reduced need for power is due to the reduced number of free standing buildings.

    Also, as of a couple months ago (may no longer be the case) the whole country was still dealing with rolling blackouts and energy rationing. Thier industrial sector is apparently shouldering a lot of the burden. Thats anecdotal, so grain of salt and all.

    You aren't wrong about taking the time to switch to greener tech though. or at least replacing the old, flawed reactors with the newer, safer designs. Most of Japan's reactors are at or past thier 30 year shelf life anyways.
