    inhabitants" do you think would be allowed if Oklahoma could cancel its treaty obligations?  

    Are you aware, by the way, that Oklahoma is not a party to any treaties and under the Constitution is not allowed to be a party to any treaties?  Treaties are federal obligations and their terms are enforced by the federal government.
