    states is hard because political power is relatively evenly split and everyone is paying attention to them.

    If someone wants to vote the graveyard in Florida during a presidential election everyone is paying attention and it is very hard.  No one cares if DC or Alaska votes the graveyard - their results are foregone conclusions anyway.

    Under NPV suddenly there would be opportunities to swing the popular vote by committing fraud or gimmicking the rules in states where one party has total control.
