    The system won't shutdown even if FAA authorization isn't passed.  As an air traffic controller, we fall under government essential services.  So the actual controllers will still get paid, and the system still moves.  Contractors, ATC technicians, and other "non-essential" personnel will be affected.  Which could be REALLY bad, say a radar system goes down.  No one to fix it.  Can't control traffic if you can't see it....or at least it's a whole lot harder.
