    if I'm correctly reading the section of the Constitution someone quoted above, felony and treason are exceptions. I'm fairly certain that shooting or raping someone are considered felonies, and communicating with Al Qaeda might be considered treason.

      because you would need two witnesses prepared to testify in open court

      I was being somewhat snarky -  everyone seems to forget that Larry Craig was arrested

      arrest is in theory possible

      practically, I have seen a case of a US Senator whose offense was a breach of the peace challenge a local policeman who decided not to arrest or even give a ticket for a traffic offense that for the rest of us would have been points and a decent size fine
