    It's an old idea that goes back to 2001, this was the same threat that was used when the H1-B quota dropped from 195,000 per year to 65,0000 per year.

    There is obviously a shortage of certain types of workers in the US which is why there is a H1-B visa category in the first place

    No, there is a shortage of cheap, young, software engineers.

    In a nutshell more then 200,000 H1-B petitions were approved, about 48% are from India, two-thirds are between 25 and 34, 41% had no more then a bachelors degree, 41% were hired to work in the computer industry, and the median salary was $64,000 (as a side note, less then I made when I was hired out of university as a software engineer in 1993).

    Boil it all down -- the software industry is hiring a bunch of young men from India cheaply to write 4GL code --- another side note, I work as a contract engineer for one of the largest Indian offshoring companies in the world my current Indian colleague is here on an L1 visa.
