    It seems that the 2010 map used zero population variation, which has never been done before.  I suspect this was cover for other objectives.  That way they could tell the court or other critics "Look we had to split towns to get the variations down."  While if they had used a more reasonable standard of variance, they would have needed to justify their splitting of Cambridge, Milton and Fall River.
