    he can't be impeached for anything:

    Section. 4.

    The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.

    Policy differences are not grounds for impeachment at the national level (although in many state constitutions, you needn't have been convicted for a crime to be impeached and removed from office).

      as "Treason, Bribery, or other high Crimes and Misdemeanors"?  Exactly, Congress does through an impeachment vote in the house and a conviction vote in the senate.  The courts have nothing to do with it.

      There is no saving throw against stupid.
