What this is, is the old John Birch Society and other extreme right wing groups making some inroads at the local level. Their activists show up at a  meeting, spread some fear,
Confusion and doubt, push the save some dollars omitting the project and explain the cut as a patriotic gesture.
To combat this, you have to show up and demand to be heard and deal with the opponents as diisruptors to the local planning efforts. They win when their opposition goes unchecked or unexplained to the community.

If you think that you and a bunch of other people can just show up on Wall St, camp out and have any effect whatsoever.... well, you will be run off in 20 minutes., you will leave town having wasted your effort 6/18/11.

      the Bircher Kool-Aid.

Or, as happened in Albany, NY, were Birchers long before the tea party went viral on cable news and talk radio in early 2009.

Bircher speakers like Hal Shurtleff have been giving Agenda 21 scare talks to tea parties, mostly, for many months.

The New York Times had a story this week about tea party ignoramuses bothering local officials in Virginia and elsewhere with Agenda 21 claptrap, but committed a major error of omission by not telling readers that this is a Bircher conspiracy theory.

Excellent quote from a county commissioner who ignored the tea party ravings, buried at the end of the story:

The Tea Party people say they want nonpolluted air and clean water and everything we promote and support, but they also say it’s a communist movement. I really don’t understand what they want.

giveaways like the pulp weeklies that carry entertainment, classifieds. One, called the "Patriot" bragged its guru has been opposing Agenda 21 since the GW Bush days, and has a workshop,   and a website where they offer a 12 disk DVD set they sell to train activists to go to local meetings and spread their conspiracy theories to rattle the local officials.

'Mericans don't need no stinking planning. There were fewer than 4 million white folk in the US in 1790, and, apparently, there isn't any reason to think more than 300 million folk of miscellaneous complexion require any further organization or accommodation.
