  •  My understanding is that Phelps always gets a (0+ / 0-)

    permit for his protests because the point is that he's there legally and if he's denied the permit or anything goes wrong, then he sues; and that's the source if WBC's income.

    If he says he won't come, oddly, I believe him.  His protests aren't about standing on principle, so he wouldn't sneak in just to have his voice heard like regular protestors sometimes do.

     He wants people to fear WBC. When a community says "we don't fear you. In fact, we're going to shut you down," it's not worth the expense to travel there, especially way up here to WA, much less the fines for illegal assembly. And Tacoma and Pierce County LEOs would toss them all in jail for illegal assembly, disturbing the peace, and as many other crimes that might apply in a heartbeat if he protests that funeral without a permit.

    Finally, he got the publicity he wanted out of this. So I'm sure in his shriveled little brain, it's a victory.
