    I've actually heard, "It is consensual.  She doesn't have to have the ultrasound.  She just can't have an abortion unless she does."  Not from someone I speak to regularly mind you, but still ...  

    The bills make the abortion illegal without the ultrasound that produces a satisfactory image, thus necessitating the transvaginal version of the ultrasound if you are early enough in pregnancy.  The legislatures would be fine with doctors refusing to perform the ultrasound, because then they will also not be performing the abortion.
