    Let's not make Gore out to be a deity here---who knows what a relative neophyte who had been in office 7 or 8 months would have done?  Also this isn't all on the president...FBI and CIA hardly spoke to each other--communication was definitely in a shambles or non-existent...  remember Al Q had a plan cooked up in 1995 as well (after the comparatively small attack on the WTC in 1993)....this stuff woudn't have gone away.

    There's no way of knowing how things would have progressed under a different president.  But I think you're attributing too much to what Gore would have been able to  do.

      Don't forget my opening paragraph, saying clearly that Gore wound up on the wrong side of a significant policy issue due to his closeness to the intel community.

      The rivalry between FBI and CIA would not have gotten in the way at the level where the President is looking at reports and giving orders to the agencies.  

      Look, if I was President, and CIA came to me with foreign intel about a planned domestic attack, I would have put FBI on alert for any domestic indications of the plot.  That would have brought in the reports of the AQs taking flight training, and that would have been sufficient to put those people under surveillance and ratchet up airline security.

      All it takes is for Gore to have taken the CIA briefing seriously, and the rest follows like deterministic Newtonian billiard-balls.  

      And we know Bush did not take the CIA briefing seriously, and the CIA guys were running around doing everything short of smooshing a whipped-cream pie in his face, to try to get his attention.  

      Anyone else in office in the post-1980 world, where jihadist groups were recognized as an axis of threat: Bush Senior (former CIA director), Clinton, Gore, hell even Reagan, would have taken the CIA briefing seriously and gotten the ball rolling.  

      Bush Jr. was uniquely incompetent in office, as his response to Katrina showed, as Tora Bora showed, etc. and so on all the way down the line.  So it's not a stretch to say that his failure to take the CIA seriously was another instance of incompetence, and one that would not have occurred under a different administration.  

      "Minus two votes for the Democrat" equals "plus one vote for the Republican." Arithmetic doesn't care about your feelings.

      When Clinton-Gore were faced with elevated threats to the homeland (as in the run-up to the Millenium) they chaired national security meetings focused on dealing with that threat. Its where department heads got a little kick in the ass and cooperated a bit maybe the CIA mentions to the FBI that two of the eventual Flight 77 Pentagon hijackers are in-country...and the FBI's investigation into Moussaoui moves up the chain of command so the Director has something to show to the President.  Before you know it, Mohammed Atta and the others decide the mission's been compromised and call off the plot and 'go back to the drawing board' in Afghanistan.

      And efforts to track and kill Bin Laden would have been taken more seriously than Bush did. And notably, under Clinton the Navy SEALs received considerable experience in hunting High Value targets from missions hunting Serb war crimes suspects in the Balkans.

      But...I do still think that something would have gotten through, though doubtful on the scale of 9/11. Thus forcing us to deal with Al Qaeda out in the open as part of the national debate, and not covert ops as might have been Gore's preference.

      The Iraq war simply wouldn't have happened on Gore's watch. Not for that length, not for those reasons, not under those parameters, and NOT while Osama Bin Laden breathed free air.
