    Iceland only paid deposit insurance to domestic customers of the banks, which is why it has had a big brouhaha with the UK and Netherlands. I am pretty sure that coming to some terms on compensation for foreign depositors and their governments contributed to Fitch's upgrade of Icelandic debt.
