    I'm not sure how certain success is, given that the contracts being impaired are not a direct consequence of the legislation.

      if a municipality has contracts with unions, businesses, etc., and the EM comes in and just throws out the contracts? Isn't the elimination of the contracts by the manager appointed under the law, when said law does allow it, an impairment? Why do you think this isn't an impairment?

        The legislature is only barred from passing legislation that impairs contracts, not anything that happens to lead to contracts being impaired.
