I would assume, he wants his kids to go to college.
Funny thing is that most parents do want that for their children, as you point out.
My maternal grandfather who had very little education, and my maternal grandmother, who was illiterate, sent all their daughters to college (and 3 out of the 4 got Master's degrees) in the late 1920's and 1930's. Were they snobs?

at age 15, when her father died. She went to work as a live-in maid. She cried from pride and some regret for her own missed chances, every time one of her children graduated from high school (so I'm told), and every time one of her grandchildren graduated from college-- and all 30 of us did go on to school:
      two diploma nurses
      one associate degree Med Tech
      one bachelors degree nurse
      one doctor
      three MBAs
      one MA in Psych
      one MA in Social Work
      20 bachelors degrees

not bad for a high-school drop out!

KO found a quote from Santorum's Senate campaign where he said pretty much the same thing:

In addition to Rick’s support of ensuring that primary and secondary schools in Pennsylvania are equipped for success, he is equally committed to ensuring that every Pennsylvanian has access to higher education

because he only wants it for his kids and those of their socio-economic level.
