          The first part happened in Russia. And the rest happened when she returned to Kyrgyzstan.

          I'm guessing on that when she writes: "I flew from Kyrgyzstan to Moscow to meet with other Black Manafort employees who were leading or subcontracted to other US AID projects."

          Kyrgyzstan was part of the USSR up until the Soviet bubble went bust. And the country seems to continue to be influenced by Russia's financial assistance to it. Also IIRC from my conflict analysis classes, there seems be a dispute between Kyrgyzstan and Uzbekistan.

          Given the changing relationship between Russia and the former Soviet states, it wouldn't surprise me any that she travelled back and forth when needed.
