    It's not a First Amendment issue at all.  Not selling someone advertising space using universally applied standards (i.e. not singling out specific groups for "special" treatment) is not censorship.

      and the entity approving the process, though private, functions effectively as a public entity.  It runs our public transportation system in the DC metro area. In that kind of circumstance we should defer to liberty

        then you're nuts.  Setting rules for acceptable content is perfectly reasonable in any context.
