    This is not an issue of philosophy. My view is that the strategic reserve should be kept in reserve until we have a real disruption in supply, the reason the reserve was established. As someone who sat in long gas lines when supply was cut twice in the 1970s, I understand the importance of having the reserve and using it for its intended purpose.

      Mostly though, this issue is not only about release some oil from the reserve,   it is about whether this kind of manipulation ought to be legal.

      And does it matter if OPEC is the cause of the oil not arriving, or greedy corporatists.   You make too fine a distinction on what is an interruption of supply.   If you say the speculators aren't cutting off all oil, what is your line in the sand?   Its ok if its a US domestic corporation practising terrorism, but not ok if it is a foreign nation state?
