    Payne was preceded by a white man, Peter Rodino, whom he repeatedly failed to primary out...although in NJ white men representing minority-majority districts is far from unheard of.

    •  Yes, in the 70s and 80s (0+ / 0-)

      the district was black-majority and compactly centered on Newark, and consistently reelected Rodino until his 1988 retirement.

      The district became less compact in the 90s and after, both to maintain a black majority and to allow for a Latino-influenced district to the east.
