    I would expect, a bill's sponsor and co-sponsors,

    to have some expertize about the topics/issues they are proposing:

    the pros and cons,

    the cost and benefits,

    -- even if they did not write every word.


    IOW, a the barest minimum they should have at least READ the Bill, and know what it means,

    if they dare to claim "authorship" of it.

      it is probably better to let outside consultants (e.g. lobbyists) write the bills.

      I had to deal with the portions of the Patriot Act that dealt with biosafety and it was ludicrous. The thing was written in a hurry by congressional staffers who probably had never had a real science class in their lives. If they had asked the American Society of Microbiology or some group like that to draft it they might have ended up with a halfway workable bill.

      I don't even have a problem with business groups drafting legislation. They may understand the issue better than anyone else. I just want to know who they are.

      If I know that Goldman Sachs is drafting a bill to regulate Wall Street banks then I know how I expect my elected representatives to vote.
