    Barak was being very honest with this:

    Meanwhile, I heard Barak bragging to reporters Saturday that "the new missile-defense systems allow our forces freedom of action, while keeping the population safe."
    Remember, the primary goal of Iron Dome and similar systems is not to protect the public.  It is to "allow our forces freedom of action."  It achieves this goal by reducing the casualties to an acceptable level, since heavy casualties would cause a backlash by the Israeli public, limiting "freedom of action."

    The current attacks must be understood in this light.  Israel didn't need to start this conflict, but it judged (probably correctly) that it could start and manage this conflict with an "acceptable" number of casualties that do not reduce Israel's freedom of action in the future.
