    ... on the grounds that it's "a personnel matter" or there's an "ongoing investigation," add a count against the PD for aiding and abetting. (If a judge decides the documents are beyond discovery, the names and ranks of the investigating officers aren't.)

    Take depositions of the officers assigned to the area. Start with limited deps of the supervising officers to determine who made the assignments and who was actually there. There's a hierarchy among officers and while they may try to hide it, some artful analysis might get close enough to who - if anyone - authorized this level of police response. These need to be under oath (as depositions are).

    Justice involving police officers takes a lot of time and a huge commitment of resources. But the actions of the Oakland PD have been so reprehensible, so egregious, that the public interest - as well as Scott Olson - deserves justice.

      law's delay to get them off. What they refuse to understand is that there's no-one more persistent than an innocent victim.  Their belief that "everybody's guilty of something" blinds them to that fact.
      It should be part of their training program, but it isn't.  The belief that "everybody's guilty of something" serves to justify sloppy behavior and carelessness with the law.
      The presumption of innocence has given way to official convenience.  That's going to have to change.

        of supporting the perpetrator. Limbaugh has benefited from this trait. Indeed, it is becoming clearer and clearer to me that we need to start the campaign now of not supporting institutions that victimize people. And to get people aware that they do have power and they need to use it. We see this regarding our PD. The PD works for us, but the tradition has been that they are protected from the public by a number of mechanisms. Their union, the lack of true civilian review boards with actual TEETH and the traditions of the police standing up for their own regardless of the deeds they may have committed. The police need to be part of the community once more. We, as citizens need to demand that in campaigns to promote community policing. Get them out of the squad cars and amongst the population. They can go in pairs if they are afraid, but they need to be taken off that high horse they've been riding.

        We have women supporting churches who want to take away their right to plan their families and to take away others rights even those who don't belong to that church. Again, we need to reach out to those women and remind them that they have power and that power should be used wisely. Not use that power to mistreat people who might think differently than themselves. Not use that power to prevent other women having access to ways to plan their families in a responsible manner Not use their power to be the perpetrator against other women. How we can reach these women who have chosen the perpetrator path I don't know. They may not be perpetrators themselves but victims, but they are keeping that perpetrating cycle going.

        Most of our institutions have fallen into the perpetrator mode of operation. The military just springs into the mind. The fellow that went out and killed those Afghanis just is a prime example. Four tours of duty and sent out after a head wound. He may have volunteered, but surely there must be somebody sane who could have said, well no not this one.
