    I always took the reference to Oliver, in the Elvis Costello song, to be to Oliver Cromwell. Cromwell's New Model Army, from the English Civil War, was the foundation for the British Army in the centuries that followed. They even wore red coats.

    A sort of American equivalent, might be the Union Army which Ulysses S. Grant led in the US Civil War.
