      lawyer on the case said in a talk, was that the plaintiffs specifically refused to settle for monetary damages only; they threatened to file hundreds of individual lawsuits if Oakland did not sit down and negotiate a crowd control policy.

      They were sick of just getting damages and having OPD just go and do the same thing all over again.  So they go them to actually agree to leash the dogs, as it were.  But agreeing and implementing are two different things.

        IF levies were imposed on each individual member of the OPD AND the city council for not following through on previous agreements WITH the proviso that IF the next agreement  was ignored additional levies would be imposed. If law is not law, then it is just words.
