    If Obama doesn't deserve credit for getting Bin Laden because he didn't pull the trigger, Bin Laden doesn't deserve the blame for 9-11 because he didn't fly the planes.

      As long as the phone is on, you're being tracked, and in any urban area can be tracked quite closely. While your phone only actively communicates with one tower at any time, there are negotiations going on to do handoffs between towers as you move, and doing that well involves the system having a fairly good idea of your location.

        and you can almost pinpoint the location. Cell phones are always looking at the signal strengths of any cell towers they receive so the phone knows to use the strongest signal. It takes longer that using a GPS location, but the end result is the same.
