    As I recall it took a really long time before they even seriously investigated this. Around 3 years, I believe.

      That is true.  The initial police reports were falsified so it took an outside investigation to sort it all out.  There was a whole bucket of investigations that came down at the same time.  Everything from this to the railway commission.  It seemed like there were resignations and charges every week for a while.  I could never figure out what exactly catalyzed it, but it was like a bomb dropping on the city government and it was way over due.

      This case and one where a man was murdered and beheaded in Algiers involved NOPD.  There was also the bullshit case against the doctors at University Hospital and the whole horror at St. Rita's.  Accountability for Katrina will be unwinding for years.  Hell, there are still buckets of people missing.  They haven't even found all the bodies.
