    Or just stupid?  That was my first thought upon watching this segment last night.  Its a pretty simple math problem:

    If 2/3 of 109 people are needed to pass a bill, but there are only 62 people in favor, how do you allow the immediate effect to proceed?

    Did the Dems just assume they were seeing a quarter of their caucus defect on every vote?  I think Maddow said that this has been going on for almost 2 years now.  And it's just that someone is saying 'Hey- 2/3 of 109 isn't 62!'  

    Kind of answers the age-old questions of whether our government is full of  corrupt individuals, or just idiots.
