    He goes to Cuba as an expression of solidarity with Cuba; note that Brazil offered him the same treatment and he turned them down.  Of course, the fact that Cuba is a relatively closed society where the medical staff is all accountable directly to the government not only for his quality of care but for their absolute discretion is a plus, too.  But mostly I think he does it to demonstrate his trust in everything Cuban.  

    But nobody's buying flowers from the flower lady.

      Cuba has been providing medical assistance and consultation to most South American countries. They are the Latin American health care ambassadors, much to US chagrin. One of the first places to accept Cuban staff in consultation was Venezuela. they have maintained close ties since then. What you point out does make sense.
