    ...with schools enforcing rules outside of school -- if that makes sense.

    Expelling someone for bullying off school premises, to me, sets a dangerous precedent.  This is, I'll admit, based wholly on personal experience.  My high school had a habit of trying to discipline students for things done outside of school -- things which may have been against school policies, but not against the law (such as consumption of tobacco products -- at the time, the minimum age was 16, as I recall).

    That is why I think we need anti-bullying laws that can be enforced outside of school settings, without the school overstepping its authority.
