    taken over by people directed by ulterior motives, social status and privileged access to public resources. The ulterior motives are coupled by indirection.  That is, government does nothing but dole out natural resources (including labor) to the class that's privileged to exploit those resources and keep the populace under control.
    When these people refer to "representative" government, what they mean is that public officials, both appointed and elected are responsive to the middle men -- i.e. the job creators who exploit the resources for their benefit.  What's allocated to the general public is just enough to keep them from getting restless. To that end, public officials are also tasked with keeping the peace/pacification, both on the home front and overseas.
    After all, if the majority of the population, the base of the hierarchy, is to be exploited for the benefit of the few, then the possibility of an uprising is always on the horizon.  Which is why "law and order" -- i.e. using the law to keep order,  is also a priority.  Turning incarceration into a profit center makes it even more important.

    I'm not sure that instinct-driven people have any choice but to exploit their own kind.  They need someone to do for them.  The minimally articulate tend to end up in prison, where they are definitely done for.  Those with a gift for gab end up in management positions or as middle men. Whether there are more of these incompetent folk than there used to be or we've just let the regimentation they require to produce anything worth while is an unanswered question.  There's no doubt that they are everywhere to be found.
