      The top two "jungle primary" in the first place! He wanted to keep his political career alive, so Maldonado demanded that ballot initiative in return for his vote for the 2009 budget. Both he and Arnold knew he couldn't win any G-O-TEA primaries on his own going forward. The only reason he was briefly CA Lt Gov was because Arnold appointed him... And same goes for the 2010 nomination. But now that Arnold is gone and Maldonado has proven himself to be a weaker campaigner than GOP insiders had initially assumed, the CRP couldn't care less about him now.
