    I work in Human Resources, and your quote is exactly the opposite of the HR theory that drives job interviews.

    Past behavior does indicate future behavior (and results), which is why job interviewers spend so much time asking you about things you did in the past, how you did them, what challenges you faced, how you overcame them, and how everything ended up for you.

    A person who is inclined to disregard child support orders and mandatory car insurance requirements is the kind of person who will be disposed to ignore policy, departmental budget limits, etc. That is, a potential liability that I would have no interest in hiring. No amount of talent can overcome the extreme liability such an employee would bring to the company.
