    because of insurance companies and the high costs hurting their patients.

    I would guess administrators like it and approve it as does the financial billing department. But doctors and nurses overall hate this and refuse to even talk money. They even try to find out if the patient can afford a medication or procedure before ordering it.  They often ask me if my insurance covers medications, procedures, etc first.

      you come across as a bit of a legalistic authoritarian, who has never had to give up eating to pay a medical bill. Others don't have these advantages. I think it leads to a bit of a communication breakdown.
