    yes, NJ can vote for Republicans...in gubernatorial elections. We are talking about presidential race ratings. If you can't separate the two, then pretty much no state can be rated anything but Lean (with maybe like five exceptions - NE, Dakotas, ID, TX). No serious political analyst agrees with that.
